That is correct.

You see, oppression leads to fear, and fear can be a powerful ally, but it can also cause rebellion.

I allow the Bith to continue on their own so long as the Temple receives a percentage of their profits and command over the world's forces when I require it. But I otherwise do not interfere. This puts them at ease.

With the people at ease, they will be much more sympathetic to my needs, when the time comes.
*Sobrius ended there, believing the point spoke for itself. Truthfully, Sobrius knew the risks and downfalls of oppressing his subjects, and that was a road he did not wish to revisit. Was this something Sobrius wished to keep to himself? Perhaps. But hopefully his case would be strong enough that Decretious need not question it.*
