Sobrius is in the Temple. Decretious is in Weogar.
I don't know if the Temple has the necessary resources for researching and engineering the virus, but the Capital City will.
You could bring the idea to Sobrius in the Temple, and then the two of you could approach Decretious in Weogar. That might run a bit smoother.

Jud, if you would like someone to RP with I could always provide Jarvis. He's not an especially friendly individual toward outsiders, but I can guarantee you he's the most forgiving Mando on the planet when it comes to Force Users. Although I'd still refrain from using the Force around him....
