I think you may have gotten that backward...that would be non-friendly to non-military and non-government personnel. Think of them as super-secure military bases. Oh, I'm going to have fun with this one.
First up's the barbed wire. Nice, double-layered concertina wire, with big signs posted saying "Do Not Enter" and death skulls painted on it. Friendly, huh? Entry is provided through several checkpoints manned by stormtroopers. You will need to provide your ID and biometric information to pass. Each soldier also has an implant in his brain that provides him with communications and live tactical updates in battle. This also doubles as an ID and tracking device, and will self-destruct if tampered with.
After that's the minefield. First layer's the BANE mines, which have randomly cleared lanes through them each day. After that's a no-man's land with monomolecular wire strung up everywhere. After passing another layer of BANE mines, you finally reach the gate into the walled base, where your credentials will be rechecked. There are motion and infared sensors tracking all movement in this minefield, so don't try to sneak in. After that's a gauntlet of security procedures to go through, which will be elaborated as your agents get closer.
Entrance to the base is kept to a minimum, as the troops and support personnel are housed inside the bases. The heavy vehicles and troops are stored inside underground garages, which are restricted to maintenence personnel and operators only. Military exercises are conducted mainly on simulators, and within the confines of the base walls when possible.
